(CIRGIS) Meeting
Minutes, May 7, 2002
CIRGIS General Meeting. David Magney chaired the meeting and, via roll call of members with Memorandum of Agreements, determined a quorum was present. Minutes from last general meeting were reviewed and approved.

Ventura County GIS Update
Dawn Robbins of Ventura County presented report on "New Opportunities for Cooperation." She has recommended to County officials that they make Ventura County base map available and modify current ordinances to reduce fees for access to same. Toward this end, she has prepared a draft of a data-sharing agreement. Drafts have been circulated to cities for comment and a draft was circulated to Cirgis members at the meeting. The draft agreement proposes to give cities the whole database for $3000/yr, with discounts to non-profits and at no cost to educational organizations. Users agree to not sell the data, but derivative products resulting from modification of data would be property of users. The objective is to get the base map data in the hands of people who can use it. The draft agreement will be presented to the Board of Supervisors at end of month.
Ventura County announced upcoming Imagery Acquisition project to be conducted by Air Photo, collecting 1-2 foot imagery of County. Twenty-two organizations are currently collaborating. Contact Mary Cook of Air Photo at 701-2467 (marysmithcook@aol.com) to join collaborative or purchase data.
Ventura County is pursuing ESRI Homeland Security grants, with particular efforts by Sheriff's Dept and OES to come up with GIS plan to support a crisis and response center, and build web-based applications that could be useful in coodinating response to an emergency. It was proposed that Cirgis be involved.
Sub-Committee Updates and Roundtable
Metadata Sub-Committee will come up with recommendations for minimum metadata requirements for CIRGIS members' data layers to be made available on the web. Debbie Millhais of Ventura County will (tentatively) give a presentation on metadata standards at the next Cirgis General meeting
Grants Sub-Committee is working on ESRI Homeland Security grants and waiting on word from Metadata Grants.
Web Sub-Committee called for CIRGIS signatories to submit data for inclusion in CIRGIS data clearinghouse. This led to discussion of metadata standards. The Web Subcommitee will work with Roger Adams, Metadata Subcommittee lead, and Debbie Millais, Ventura County, to provide on web a metadata procedures document and ArcCatalog template for members to use in order to standardize metadata. Suggestion that someone be hired/assigned to contact signatories and assist with collection of metadata and data sets, in order to spur contributions of same. Discussion of protocol wherein Web Sub-Committee reviews / approves materials posted to web site.
Attending organizations gave a brief roundtable review of their activities.

Presentation by James Purtee, City of Simi Valley: "The New Goegraphy: The Revised Federal Definitions of Urbanized Areas and Metropolitan Statistical Areas." Discussion of impacts on Ventura County.
Next Meeting
The next Cirgis general meeting will be held first Tuesday in July, July 2nd, 2-4pm at Ventura College in Science Room 333.
Tentative agenda will include presentations on Metadata preparation and use of Palm OS with GIS technology.
The next subcommitee meetings will be held first Tuesday of next month, or at times to be determined by sub-committee members.
