(CIRGIS) Meeting
CIRGIS general meeting
Meeting called to order by Ben Waltenberger
Ben noted this was the first full meeting of the collaborative since the signing of the MOA. Also noted that Steve Palladino brought cake for the group after the meeting.
John Coops, California Coastal Commission attended by voice phone connection. He was able to be present for the entire meeting.
Each person attending the meeting gave a general introduction.
15 CIRGIS MOA signatories were in attendance.
Ben reported on number of agencies that have signed the MOA.
MOA is posted on the CIRGIS web site at CIRGIS MOA
It was agreed to establish one contact person per member agency, with an alternative for each agency.
It was noted that although the CIRGIS MOA has been signed by many agencies at this point CIRGIS is still open for new members.
Lynn Kada noted that the CIRGIS web is at http://www.rain.org/cirgis Home. This web site will provide the point of access to read the MOA, Articles, meeting Minutes and other new information about CIRGIS activities She also noted that members should sign up for the listserv along with using the web site.
The question was raised as to whether there is any financial obligation incurred by an agency when signing the MOA. Ben noted that there is no financial obligation but that appropriate agency data sharing was a requirement for membership.
Cathy Schwemm sent in a few suggested corrections to the by-laws via the CIRGIS listserv. It was agreed that the principle point of contact for CIRGIS listed in the by-laws will be http://www.rain.org/cirgis.
Recommended changes to:
Article II, Section I: regarding the definition of the collaborative
Article III, Section I: to change "signatory agency" - to "signatory member" or "signatory"
Article III, Section 4: regarding a Quorum, change to "signatories represented" at a meeting.
Discussed need to define "proxies" under "definitions". Suggested "alternative" be changed to "Proxies".
Article II, Section II, "Education and Public Relations", change "To promote education and training curriculums", strike "curriculums".
Term of office for CIRGIS Secretary was set at 1 year.
Recommendation was made that there be a formal FORM at each CIRGIS meeting for attendees to sign, that attendees be listed on the web and that the form identify: 1) signatories 2) proxies and 3) alternatives
Cathy Schwemm discussed whether very large signatory agencies, such as the Navy, NOAA, USGS, County Governments (which represent multiples of Departments) should have more than 1 vote.
Suggestion was made that it is possible that "Departments" within large signatory agencies sign separate MOAs, with each MOA signatory having 1 vote.
Recommendations regarding the number of votes per agency should be made through the CIRGIS listserv. The issue will be brought up at the next full CIRGIS meeting.
Reports from the "Proto" Task Groups were made.
Paul Van Zuyle gave a valuable report to the group on Base Layers & Projections.
Reviewed definition of "data sharing".
Noted that there is no specific format requirement for sharing data with CIRGIS.
Discussed Storage and Display of data.
Reviewed the core CIRGIS project to create a "Jurisdiction" GIS of the tri-counties. Suggested layers needed:
Political boundaries
County boundaries
NOAA boundaries
Shoreline Boundaries
Watersheds
Timothy suggested the introduction of "data jurisdiction boundaries" as layers in the GIS providing information on data lines, bandwidth, microwave, satellites, other wireless data networks within the region.
Other recommended layers should be discussed on the CIRGIS listserv prior to the next meeting.
Steve Palladino and Timothy Tyndall reported on the CIRGIS web site.
Steve noted the new aerial photo of the region which is now on the CIRGIS web.
It was recommended that a Metadata FORM be setup on the web providing a way for members to list what data their agency has available for use by other CIRGIS members. This will provide an important first step in defining the scope of data resources within CIRGIS.
Timothy noted that the form would be put in place on the CIRGIS web by mid-april allowing time for all member agencies of CIRGIS to enter their information prior to the next meeting in October.
Timothy recommended the creation of a web committee to work on the first stages of a GIS as well as on the establishment of Community level education and information resources on the CIRGIS web. Eric and Timothy will meet in August to review possible web based projects to recommend at the next full meeting.
Timothy recommended that USGS, the Navy, Ventura County and NOAA provide a sub-committee to make recommendations and review the setup of the Jurisdictions GIS.
An FTP site will be setup on the CIRGIS web site to facilitate the upload of data for general member use.
Data currently available for use on the RAIN/CIRGIS Internet Map Server should be sent to Timothy Tyndall, RAIN Network. The address for that contact will be listed on the web site.
Everett Millais reported on Ventura County integration into CIRGIS.
Cathy Schwemm reported on grants availability noting that due dates for upcoming grants were mostly later 2000 and the first part of 2001, providing time for the preparation of grants proposals.
Ben noted that at the next full CIRGIS meeting in October the agenda will include Committee formation, formal acceptance of the by-laws and a presentation by Timothy regarding the IMS and first stage GIS data gathering for CIRGIS.
The next full meeting of CIRGIS will be October 11, 1pm, Ventura College.
