(CIRGIS) Meeting

  1. Election of Officers

    Ben Waltenberger was elected as Chair
    Lynn Kada was elected as Co-Chair
    Timothy Tyndall was elected as Secretary

    Issue of additional officers was discussed, with decision made to consider adding additional officers in the future, and to develop Committee Chair positions that report to the officers. Monterey consortium was mentioned as a model for study, and it was suggested there might be a value in having a Government Liaison seat and/or a Public Information Officer seat on the board.

    The group voted to keep the board at three officers for the initial structure.

    Suggested committees to assist the board in managing projects were submitted by the attendees :

  2. Steve Palladino demonstrated the CIRGIS web site progress to date and noted that Cathy Schwemm had arranged for the photograph permissions, and that the photographer had received a small stipend via Ben Waltenberger. Steve announced there would be a Meta Data workshop in August, possibly the 10-11th, at Ventura College and invited participants to attend and spread the word. Steve Palladino also noted the need to secure the domain cirgis.org. ( Note : This has taken place and is registered. ) Steve Palladino recommended using watersheds as the boundaries for the preliminary CIRGIS map project, and that it will include political jurisdictions.

  3. Ben Waltenberger requested FTP site to collect base layer of jurisdictions / boundary data sets to local, state, federal overlays. Ben also suggested developing a means to select the top 10 priority committees and getting that process underway. Group was asked to post suggestions for committee themes to the listserv for public review. Cathy Schwemm and Richard Becker was assigned to compile the suggested committees prior to the next meeting.

  4. Timothy Tyndall described the intranet concept and the idea of establishing a password-only access level for CIRGIS members for FTP uploads, document sharing, and planning purposes. Steve Palladino informed the group that listserv sign-ups are available through the web site on the communications page, and that the address is cirgis-l@rain.org. Group discussed different list serv tools and styles.

  5. Lynn Kada recommended the group establish a clear set of goals, objectives and tasks, and that the listserv could be used to formulate these. The group deliberated on 1-2 month goals and selected the following : A. Web development ( Steve Paladino and Timothy Tyndall as coordinators), B. Data - development of base layers ( Paul as coordinator), c. Local Govt outreach ( Lynn Kada in Ventura, Mary Cook in Santa Barbara as coordinators). Lynn Kada also offered to prepare a letter to Ventura VCOG leaders with the assistance of Everett Millais that would be sent in July. Lynn also nominated Denise Kamradt as the Grant Coordinator and the group approved the selection.

  6. Mary Cook noted that productive Santa Barbara County contacts include the following possible persons : Laurie Carrillo (County Assessors), Mark Wright, and Dennis (?) and that she will be networking with them in the coming weeks to promote CIRGIS relationships.

  7. Question was raised to investigate if the group can vote by email when a quorum can not be reached by physical representation. Varying opinions on this legality were offered. Definitive research needs to be completed.

  8. Plans for the next meeting were made. Date and time : August 3rd 2-4:30pm, adoption of mission and bylaws was postponed until the coming meeting, groups need to designate their representative and an alternate and inform CIRGIS of who this will be, review of the goals posted on the list serv will take place with the goal of creating at least 5 working groups, refreshments and cake is planned.
