[CINC] Blue Whale reported dead

I was out on the water yesterday, and I heard on the VHF radio the report of
a dead Blue Whale off the Catalina Island.
This was a report from  private boater.  A short time later the USCG was
reporting it as a notice to mariners.  It was reported to be in the traffic
separation zone.
