[CINC] A Call for "Zero Discharge" into our oceans!

Today in the Santa Barbara ( Sunday ) News-Press, on the front page of the Nation & World section, a summarization was published of a new report on the current national and international measures to prevent and reduce ocean debris. The National Research Council committee, which convened at the request of Congress, concluded: "despite all the regulations and limitations over the past 20 years, there are still large quantities of waste and litter in our oceans...and the problem will likely get worse with the current inadequate measures to prevent and reduce ocean debris."
The 166-page report says, further, the U.S. and international maritime community should adapt a goal of "zero discharge " into the ocean! Found by coincidence after my previous beach cleanup email, Paul
