[CINC] carcasses on the beach

I've just been fortunate enough to move within a block of Miramar beach in Santa Barbara!!!  On my morning walk today there were four carcasses of seals/sea lions in varying states of decay (all too decomposed to tell which species) between Miramar and the cemetery.  A fellow beachcomber said that repeated calls to animal control have yielded no response.  My CINC info has yet to be unearthed so no phone numbers available but I would appreciate anyone's suggestions about the responsible thing to do in this situation.  I'm sure unfortunately it will reoccur. Thanks for any CINCer's input.
