Deborah, there is a special Web page on the CINMS site that lists all of the pertinent phone numbers for marine mammal rescue, reporting the deceased and regulation violations, and contains info on domoic acid poisoning. It's located here:
http://channelislands.noaa.gov/focus/dom.html

We appreciate volunteers reporting these issues, our office also calls in reports. In this case, deceased sea lions or seals would be reported to Joe Cordaro, National Marine Fisheries Service in Los Angeles,
DEAD PINNIPEDS
All Counties- National Marine Fisheries Service
(562) 980-4017
Please let them know any details such as exact location, and species if you know it.

Thank you for addressing this!

Tina
