[CINC] pelican plumage

On our way out of Santa Barbara harbor Friday a passenger and I noticed several pelicans with dark grey/black feathers on the head and back and white on the chest.  Does anyone know if these are one year olds?  That's the only possibility I could find online but no photos were available.
