[CINC] EMMA WOOD BEACH CLEAN UP FEEDBACK LOOP

Most of the homeles are in the riverbed and that would not be a solution.
The other problem with the homeless are used needles and human waste all
over the area--the dunes and vegitation are being trampled which greatly
impact the birds as well. Unfortunatly dumpsters would encourage more
activity in this sensitive area.
