<P>I got my email back!</P>
<P>Since I sit on the Sanctuary Advisory Council and we were given a presentation on the effectiveness on these notices to mariners, I thought I would comment on what we learned and present some thoughts on the matter.</P>
<P>All evidence suggests that right after we had the blue whale strikes and the notices went out, there was a very short term reduction in speed. As time went on and the notices continued, evidence suggested that there was an actual INCREASE in speed over time. We are patiently awaiting more information on the effectiveness of the new notices.</P>
<P>There is a somewhat elaborate plan to get these notices out and local passenger vessels have been asked to report to the CINMS office any 'endangered' / non Gray) whale sightings that occur in the shipping lanes via phone. I believe 4 whales sightings in a day trigger the notice, and I am also under the impression that the sightings need to be verified by plane or other sort of official means, thus delaying the notices.</P>
<P>I remain dubious that these notices are actually effective, though I hope so, and I encourage you all to continue to report your sightings.</P>
<P>I personally believe the best way to avert this threat is to regulate the speed of these large ships while in the channel shipping lanes to 10 knots with a MANDITORY SPEED LIMIT. This will do several things...</P>
<P>1. Take the guesswork and verification out of the whole equation. <BR>2. Protect the whales at night when nobody can spot them.<BR>3. Reduce Air Pollution from the ships.<BR>4. Reduce Noise Pollution which is currently causing at least the Blue Whales to effectively shout at each other to be heard.<BR>5. Reduce Fuel Consumption for the ships.<BR>6. Allow a whale to survive if struck. Science says that a whale can survive a 10 knot strike.</P>
<P>This seems like a no brainer for me and I have been advocating it at the past two SAC meetings. The main resistance to this idea are the following;</P>
<P>1. It takes a lot of effort to change existing marine laws. Best guesses are two years to get the speed limit in place. This is not very long in the scheme of things and we have worked longer for things like the MPA's. If we start today, that is one less day to wait!<BR><BR>2. These ships are on a schedule and have to make it to Long Beach within a 6 hour window and they get hefty fines and delays if they don't make it. Hence the reluctance to slow down when a notice is given... At most, a 10 knot speed limit would increase their time in the channel 2 hours. Those two hours could be planned ahead of time and factored into the ship's arrival time. Therefore... NO PROBLEM.<BR><BR>3. There may be a special scheduling issue that would be a little harder to remedy. Apparently ships that go from San Francisco to Long Beach have to make the trip in 24 hours. Adding 2 hours to these guys may be problematic. This 'issue' needs to be verified though. </P>

Given recent concentrations of blue whales in and near the shipping
lane, the U.S. Coast Guard is broadcasting a new Local Notice to
Mariners (LNM) starting today. The new LNM strongly recommends ships
300 gross registered tons or larger reduce their speed to 10 knots while
transiting the transit separation scheme; the exact language is copied
below and contained the attachment. The LNM website for US Coast Guard
District 11 (<A onclick="return top.js.OpenExtLink(window,event,this)" href="http://www.navcen.uscg.gov/lnm/d11/default.htm" target=_blank>http://www.navcen.uscg.gov/lnm/d11/default.htm</A>) will
reflect the changes in their Aug week 2 edition. The LNM is expect to
run into November.
The National Weather Service will play the LNM on the NOAA Weather Radio
marine broadcast every other hour.
Check out the newest outreach product that we are providing to the
Marine Exchange of Southern Calif., who in turn sends it out to over 80
shipping agents and lines coming into and leaving the Port of LA and
Long Beach.
